Chie's design was crafted by artist Shigenori Soejima to be a "cute girl who could actually exist in real life," balancing her head shape to avoid being too round or long. Her yellow color scheme fits the game's logo, while her initial jersey jacket idea was revised into something "utterly lame" to better suit the rural town of Inaba. Chie's two Personas, Tomoe and Suzuka Gongen, are based on Japanese mythology and chosen for representing strong women; Tomoe is modeled after Bruce Lee from a movie Chie loves. Both wear helmets due to a design rule requiring protective items, evolving from a street bike helmet to an off-road style when Tomoe becomes Gongen. Her Shadow self manifests as two beings, one stepping over Yukiko's body to symbolize her jealousy and desire for control.

In Their Own Story

Chie first appears in the 2008 browser game Onsen Nozokimi Daisakusen before making her major debut in Persona 4 alongside Yu Narukami and Yosuke Hanamura. After Yukiko is thrown into the TV World, Chie reluctantly enters to save her, confronting her Shadow who embodies her jealousy of Yukiko's feminine side. With help from Yu and Yosuke, she accepts her true self, summoning the muscular female Persona Tomoe Gozen armed with a naginata while performing kicks. Following this realization that she wanted to protect Yukiko without selfish motives, Tomoe evolves into Suzuka Gongen, clad in silver samurai armor with a black jumpsuit. In the re-release Persona 4: Golden, her Persona can evolve further into Haraedo-no-Okami, featuring golden armor and a long flowing cape.

Chie serves as an upbeat fighter with an obsession for kung fu techniques used in battle. Her Social Link, The Chariot, is symbolized by Yu's usage of the Persona Ara Mitama in the animated series. In fighting games like Persona 4 Arena and BlazBlue: Cross Tag Battle (confirmed October 20, 2017, as a base game character), she fights alongside her Persona Tomoe Gozen. Her voice acting history includes Yui Horie in Japanese; Tracey Rooney in the original English release of Persona 4; Anne Yatco in Persona 4 Revival; and Erin Fitzgerald in all other appearances. She also appears in dungeon crawlers like Persona Q: Shadow of the Labyrinth and the rhythm game Persona 4: Dancing All Night.
